The Francisco Morazán National Pedagogical University (UPNFM) took a decisive step in its commitment to justice, transparency, and the strengthening of its community by approving, on August 28, 2025, CSU Agreement 048-2025, which establishes the position of University Commissioner. This new body, which will begin operating in 2026, aims to support, guide, and promote dialogue and equity among all members of the institution.
With this initiative, UPNFM reaffirms its leadership within the Honduran higher education system and its commitment to civic education. The creation of the University Commissioner responds to a vision focused on building university coexistence based on respect, justice, and human rights, values that are an essential part of the university’s identity.
As established in Article 148 of its Statute, the University Commissioner will be responsible for guaranteeing the right to petition and promoting university participation and citizenship. Its main functions include addressing and channeling complaints or grievances related to university life, issuing recommendations to the relevant authorities, promoting equity and constructive dialogue, and preparing periodic reports on the status of rights and responsibilities within the institution.
For Rector Lexy Concepción Medina Mejía, Ph.D., this decision represents a historic advance for UPNFM, consolidating a more humane and participatory management model. She explained that the creation of the University Commissioner opens up real spaces for listening, justice, and equity, in which every member of the community can feel supported and valued. She also emphasized that this new position reinforces the university’s pedagogical and social mission by promoting an institutional culture based on transparency, ethics, and co-responsibility.
The University Higher Council also instructed the Administrative Vice-Rector’s Office and the Planning and Budget Directorate to submit to the Ministry of Finance the creation of the budget structure that will allow for the effective functioning of the University Commissioner.
This action builds on the efforts that UPNFM is promoting within the framework of the Bravioo Project, an international initiative that promotes innovation, resilience, and democratic governance in Latin American universities.
Through this project, the institution reaffirms its commitment to inclusive and sustainable education guided by ethical and participatory principles.
