- Córdoba was the scene of a decisive week to promote and transform University Ombudsmen and human rights areas between Europe and Latin America
Under the umbrella of the 2nd Europe-Latin America Exchange of Best Practices and the 4th Transnational Management Meeting of the Bravioo Project, co-financed by the European Union’s Erasmus+ 2021-2027 program, Córdoba consolidated its position as a key hub for advancing fairer, more democratic, and inclusive university models.
The National University of Córdoba (UNC) and the National University of the Northeast (UNNE) hosted delegations from Europe and Latin America for a week of exchange and collaborative work focused on building and strengthening University Ombudsman Offices and institutional areas dedicated to the protection of human rights.
The official opening of the event took place in the UNC’s Higher Council Chamber and was led by Rector Jhon Boretto, accompanied by Vice-Rector Mariela Marchisio, General Secretary Daniel Lago, Extension Secretary Conrado Storani, and the University Community Ombudsman, Ana Yukelson, the event’s host. Also participating were authorities from the Córdoba Judiciary, representatives from the National Ombudsman’s Office, members of the Córdoba Rectors’ Forum, and delegations from European and Latin American universities, providing a solid institutional framework for the day.
Among the highlights of the opening was the presentation by Francisca Molina and Alejandro Celis Núñez from Adolfo Ibáñez University (Chile), who shared how their institution has been implementing the Bravioo Project, as well as the strategies they have put in place to strengthen their mechanisms for supporting and defending student rights. Similarly, the general coordinator of the Bravioo Project, Emilio Olías Ruiz (Carlos III University of Madrid), presented a clear overview of the progress achieved by the European-Latin American consortium and celebrated the continuation of the work begun in 2023.
The opening ceremony also included the participation of the coordinators of the Student Ombudsman’s Office at the Pontifical Catholic University of Chile, who shared the key elements of one of the region’s most established student support programs.
One of the most significant moments of the week, during the IV Transnational Management Meeting, was the announcement of two far-reaching institutional decisions. Bartolomé Chinchilla and Ricardo Morales presented the creation of the University Commissioner’s Office at the Francisco Morazán National Pedagogical University (Honduras), approved through CSU Agreement 048-2025 and scheduled to begin operations in 2026. This position aims to strengthen dialogue, coexistence, and the protection of rights within the educational community. Meanwhile, Miguel Jiménez and Juan Carlos Peña, representatives of the Private Technological University of Santa Cruz (UTEPSA – Bolivia), announced the new University Welfare Department, an expanded body that replaces and expands the functions of the former Psychopedagogical Office, with a comprehensive focus on mental health, inclusion, and human development for students, faculty, and administrative staff.
The week included discussions with students, workshops on conflict analysis, international panels, exchange sessions on gender policies, and technical meetings within the framework of the IV Transnational Management Meeting of the Bravioo Project. During these sessions, the teams reviewed progress, assessed risks, and coordinated the project’s next deliverables, aiming to strengthen its impact on each partner institution.
The meeting concluded with a clear and shared message: to continue building more inclusive, transparent universities committed to defending human rights.
